Quito.- El Abg. Constitucionalista, Andr\u00e9 Benavides, resalt\u00f3 algunos condiciones que tendr\u00edan que darse para que la Asamblea Nacional, tan siquiera pudiese considerar tratar el tema de una \u00abincapacidad mental\u00bb por parte del presidente de la Rep\u00fablica, Daniel Noboa, luego de que el periodista Jon Lee Anderson insinuara que el mandatario ecuatoriano ten\u00eda autismo.<\/p>\n
Para ello, marc\u00f3 la diferencia de lo ocurrido en los 90, cuando diagnosticaron como discapacitado mental, al ex presidente Abdal\u00e1 Bucaram.<\/p>\n
1. Requisito previo es la certificaci\u00f3n de m\u00e9dicos (IESS, MSP y Universidades). No como en los 90\u2019 con la prueba del CD de los Iracundos y la votaci\u00f3n de legisladores disfrazados de psiquiatras.<\/p>\n
2. Se requiere mayor\u00eda calificada de 2\/3 de la Asamblea Nacional<\/p>\n
